Rivas Selected to Lead City’s Human Resources

ELK GROVE, CA (MPG) - Elk Grove City Manager Jason Behrmann has announced the hiring of Rosemary Rivas, the city’s new Human Resources Director.

“We are thrilled to welcome Ms. Rivas to our executive leadership team,” said Behrmann.

“Rosemary has built a reputation as a collaborative and innovative leader who values strong relationships, employee engagement, and high-performing teams. Her experience and leadership style align well with our commitment to delivering exceptional public service while fostering a positive and supportive workplace culture,” he added.

The selection of Rivas concludes a national recruitment process. 

Rivas comes to the City of Elk Grove with more than 15 years of public sector work experience, most recently as the Human Resources Director for the City of Stockon. Prior to that, she held various human resources and administrative positions with the Hayward Unified School District.

“I want to lead Human Resources with integrity, compassion and purpose while supporting employees and helping create a city and community where people thrive at work, enjoy where they live and feel proud to raise their families,” said Rivas.

Rivas holds a bachelor’s degree in business administration and a Human Resources Management Certificate from the University of Phoenix. Her first day on the job will be June 1.
