Next Phase Greenlit for Sheldon Park Estates

ELK GROVE, CA (MPG) - At its final meeting of the year on Dec. 18, 2025, the Elk Grove Planning Commission reviewed a single agenda item related to the Sheldon Park Estates project, a long-planned rural subdivision at the northeast corner of Waterman Road and Sheldon Road.
City staff recommended approval of changes to the project’s original design review and subdivision map, which would allow the 30-acre parcel to be divided into residential lots. Staff noted that construction activity has already begun on the site.
Project manager Antonio Ablog told commissioners the project was first approved in 2014, when the commission granted a rezone and tentative subdivision map covering phases one through three. The Dec. 18 request focused on phase four, referred to as Unit 4, since the original tentative map expired before Sheldon Park Estates Unit 4 could move forward.
The applicant requested approval of a new tentative subdivision map to allow Unit 4 to proceed. Ablog said the proposal remains largely consistent with the original approval, including the nine residential lots ranging from approximately 2 to nearly 3 acres. A remainder lot would be dedicated for trail purposes, with access provided by a new private road.

In response to questions about utilities, staff confirmed that the nearest water and sewer lines are located roughly half a mile to a mile from the site and said that all homes will be served by private wells and septic systems based on its rural location designation.
Commissioner Sandra Poole asked why certain conditions from earlier phases didn’t carry over to Unit 4. Ablog explained that conditions applicable to phases one through three have already been satisfied and completed. Only conditions specific to the remaining phase would apply to the new map.
“This is just an extension of a previously done map; we concur with staff and accept all of the conditions that they recommend,” applicant Brian Wilson said during public comment.
Following discussion, commissioners unanimously approved the updated subdivision map, allowing the next phase of Sheldon Park Estates to move forward.
The Planning Commission also canceled its Dec. 31 meeting in observance of New Year’s Day and confirmed the next meeting will be held at 6 p.m. Jan. 15 at 8400 Laguna Palms Way.
