Elk Grove City Council Adopts Balanced Budget

ELK GROVE, CA (MPG) - On June 17 it was announced that the Elk Grove City Council unanimously adopted a balanced $411 million budget for the 2025-26 fiscal year, which takes effect on July 1.

The Fiscal Year 2025-26 budget includes an operating budget for day-to-day city programs and services. The city’s General Fund budget is $97.4 million for Fiscal Year 2025-26, which is about $4.9 million (5.3%) more than last fiscal year. The long-term financial outlook shows a balanced General Fund budget (revenues are more than expenditures) annually over the next five years.

“This year’s budget reflects the city’s ongoing commitment to delivering high-quality programs and services for our residents,” said Elk Grove City Manager Jason Behrmann.

“With a balanced budget for the year ahead, including a General Fund that remains in the black not just this year, but for the next five years, we are well-positioned to support our community’s needs today and plan wisely for tomorrow,” he said.

Budget highlights include: 14 new positions, including one funded from Measure E and three conversions from contractors to city staff positions; the Elk Grove Library construction project; several one-time initiatives funded by Measure E: Grant Line Business Park Infrastructure Improvements; pavement rehab on Laguna and Elk Grove boulevards; Laguna Creek Inter-Regional Trail Crossing at State Route 99; Trails Wayfinding Program Implementation; Citywide Traffic Signal Enhancement and Congestion Relief Project; enhanced policing efforts through new and expanded us of technology and training; enhanced economic development initiatives for Historic Main Street, a Mural Festival and the development of an Arts and Creative Economy Strategy; increased funding for housing and homelessness supported by Measure E for Permanent Shelter Scoping and Design as well as a Middle-Income Housing initiative.

“Our budget reflects Elk Grove’s values, investing in safety, services and quality of life, while planning responsibly for the years ahead,” said Elk Grove Mayor Bobbie Singh-Allen.

“We are grateful that our city continues to enjoy good fiscal health and remains in a strong position to consider big things for Elk Grove's future.”

Because even the nation’s top economists are finding it hard to predict our fiscal future, the city will maintain a 25% reserve, or “rainy day fund,” to assist with navigating future economic uncertainty and cash flow needs. The city council also continues to fund the city’s Opportunity Reserve that adds flexible funding for projects, acquisitions, unforeseen events or other needs of the community. The Opportunity Reserve is also fully funded at 5% of adjusted appropriations.
