Prasad Appointed as Elk Grove’s New Finance Director

ELK GROVE, CA (MPG) - Rajneil Prasad has been appointed as the new finance director for the City of Elk Grove, according to a city news release. Prasad will officially assume the role on May 12 and will oversee the city’s financial operations, including managing the city’s $374 million budget, financial planning and fiscal reporting.

According to the city, Prasad brings over a decade of municipal finance experience. He most recently served as finance director for the City of Napa since 2023, following his role as Napa’s deputy finance director.

 Prior to his time in Napa, he held finance positions with the cities of Citrus Heights and West Sacramento.

Prasad succeeds former Finance Director Matt Paulin, who resigned in January 2025 to become finance director for the City of Sunnyvale. Since Paulin’s departure, Assistant City Manager Jaqui Guzmán has served as interim finance director.

“We are excited to welcome Rajneil to Elk Grove’s leadership team,” Guzmán said in the release. “Raj’s deep technical expertise, collaborative approach and commitment to continuous improvement will be tremendous assets to our organization.”

Prasad holds a bachelor’s degree in business administration from the University of Phoenix and a master’s degree in accountancy from William Jessup University.

“I’m honored to join the City of Elk Grove and contribute to a team dedicated to transparency, fiscal responsibility and strategic growth,” Prasad said in the news release.
