Traffic Rerouted as Franklin Narrows for Pipe Project

ELK GROVE, CA (MPG) - With construction beginning on the Sacramento Area Sewer District’s Harvest Water pipeline along Franklin Boulevard, northbound traffic is being funneled into a right-turn lane to eastbound Laguna Boulevard and into a single lane on the west side of Franklin.
Northbound and southbound Franklin lanes have been diverted to the west side of Franklin during construction of the pipeline from the EchoWater Resource Recovery Facility north of Sims Road south along Franklin.
Entry to the Safeway shopping center at Laguna and Franklin is available from Laguna and from Laguna Crest Way.
Four bus stops are closed along the construction route, so northbound commuters and local bus riders must board on Laguna before the intersection.
Tegan Road north of the Safeway center is closed, but residents and church-goers have access from Laguna Boulevard via Laguna Park Drive.
The project will continue into early 2025, with segments to follow from Laguna to Elk Grove Boulevard and then from Elk Grove to south of Whitelock Parkway. South of Elk Grove, closures have been in effect on south Franklin, Lambert and Eschinger roads.
The grant-funded project aims to complete construction in 2026 and deliver irrigation water in 2027.
