Two Challengers for Elk Grove Mayor

ELK GROVE, CA (MPG) - Two other candidates are challenging Elk Grove Mayor Bobbie Singh-Allen in the November general election, which will also see multiple competitive school board races.
The candidate filing deadline for most positions in the general election passed on Aug. 9.
The candidates for mayor are Singh-Allen, Lynn Wheat and Brian Pastor. Both challengers have previously run for mayor, Wheat in 2012,and Pastor in 2020 and 2022.
In Pastor’s 2020 campaign, he got 19% of the vote in a three-way race; in 2022, facing only Singh-Allen, he received close to 35% of the vote.
In her earlier mayoral run, Wheat received close to 12% of the vote, coming in fourth in a six-candidate field.
Singh-Allen is finishing her second two-year term as Elk Grove mayor; she won reelection in 2022 with two-thirds of the vote.
Three Elk Grove Unified School District seats have competitive races lined up. In Trustee Area 1, which includes much of the area north of Calvine Road and between Highway 99 and Elk Grove-Florin Road, incumbent Trustee Tony Perez is seeking reelection. Challenging him is Susan Davis, a retired elementary-school secretary.
Incumbent Trustee Nancy Chaires Espinoza is not seeking reelection to her seat in Trustee Area 6, encompassing much of South Elk Grove. Two candidates have come forward for the open seat: Jennifer Ballerini, a retired Elk Grove Unified School District clerical employee, and Jacqueline Ortiz, a former loan underwriter.
Trustee Area 7, including the far north and east of the district, will see a three-way race between incumbent Trustee Carmine Forcina, businesswoman Rehana Rehman and registered nurse Heidi Moore.
Trustee Sean Yang is running for reelection unopposed in Trustee Area 3.
Some changes are in the offing for the Cosumnes Community Services District board of directors but without competitive races. Incumbent Directors Gil Albiani and Orlando Fuentes are not seeking reelection to the board, which oversees parks and recreation in Elk Grove, and fire and emergency medical services in Elk Grove and Galt.
Galt Vice-Mayor Rich Lozano is the only candidate to replace Albiani and Elk Grove resident Daniella Zehnder is the sole candidate for Fuentes’ seat. Board President Jim Luttrell is seeking reelection unopposed.
The mayor is the only Elk Grove City Council position with a competitive race. Current Councilmembers Darren Suen and Kevin Spease have no challengers as they seek reelection.
Three races had their filing deadlines extended to Aug. 14, after press time, due to the incumbent not filing for reelection. These are Elk Grove Unified School District Trustee Area 6, represented by Chaires Espinoza, as well as Albiani’s and Fuentes’ seats on the Cosumnes Community Services District board.
