Orrock enters Cosumnes CSD race
Candidate explored charter city option for Elk Grove, worked for Governor’s education office

This year’s race for a seat on the Cosumnes Community Services District (CSD) Board recently grew.
Michelle Orrock, an Elk Grove resident and mother of children who regularly use CSD recreation programs, is filing as a CSD director candidate for the November election.
She said her main interest is to maintain the quality of the district’s parks and recreation programs as well as the fire department’s high reputation for public safety.
Orrock said the recreation programs are “really important, especially as more parents are working and having kids, and they need to find a place for them to do.”
If elected, Orrock said she would make decisions that affect Elk Grove’s 80-plus parks and the CSD’s fire service that covers the Elk Grove and Galt areas.
She is excited about the upcoming Bartholomew Sports Park, noting that she used to drive her son to Roseville for his baseball games due to the lack of local fields available for his team.
“It’d be nice to be able to have our tournaments out here,” Orrock said. “It’s just a part of the quality of life. I think we’re known for having good parks and that’s going to just add a dimension to that.”
The candidate comes from a large background in communications for political organizations.
Orrock is the communications director at the California office of the National Federation of Independent Business, an advocacy firm that focuses on small business interests both state and nationwide.
California Gov. Arnold Schwarzengger appointed her as the communications director for the California Secretary of Education office two years ago.
Orrock grew up in the Sacramento area and moved to Elk Grove two and a half years ago. She helped explore the charter city option for the city of Elk Grove as a member of the city’s exploratory committee last year.
The committee concluded that the charter city system, where the city would govern itself based on its own laws instead of state law, is the best way to go for Elk Grove.
“We found that as a charter you have a lot more flexibility to design and implement things that can be tailor-made for your city,” Orrock said.
She described herself as a fiscal conservative when she explained her interest in running for the CSD board.
“I’m really committed to making sure that the money that the taxpayers give us is put to use properly and wisely, and that they have the opportunity to see us do that,” Orrock said.
Sacramento County’s candidate filing period begins July 14 for this November’s election.
Community activist Sandi Russell and incumbent Gil Albiani are running for the CSD board this year.
CSD directors Doug McElroy and Gerald Derr have not publicly announced whether or not they will seek bids for re-election.
Orrock plans to kick off her campaign next month and to have several meet-and-greets with citizens.
